1. INTERFERING WITH ACTION TO ISSUE OR MODIFY SUPPORT ORDER, 2919.231. Added 2151.361 to list of charges with which you may not interfere.
2. IMPORTUNING, 2907.07(C), (E)(1) and (E)(2). Modifies the language dealing with age. The change in (C) is: "over twelve" is changed to "thirteen years of age or older." (E)(1) and (E)(2) have other language changes as well. 
3. SEXUAL BATTERY, 2907.03. New element (A)(10) was added to the charge dealing with mental health professionals and their clients.
4. SEXUAL IMPOSITION, 2907.06. New element (A)(5) was added to the charge dealing with mental health professionals and their clients.

2. 2903.211, Menacing by Stalking. Emergency Facility Personnel added to definition. See Help File for language modifications in definition section.
3. 2909.04, Disrupting Public Services. Emergency Facility Personnel added to subsection (A)(3) element.
4. 2917.11, Disorderly Conduct. New specification for being disorderly in presence of Emergency Facility Person engaged in person's duties in an emergency facility. Changes penalty from Minor Misdemeanor to Fourth Degree Misdemeanor.
5. 2917.13, Misconduct at an Emergency. New element (A)(2) added dealing with Emergency Facility Person. Former element (A)(2) moved to (A)(3).

Affidavit Maker^® has added and updated the following charges: 

1.  The Senate Bill 179 and Senate Bill 3 changes to the Juvenile law have been incorporated into the program and Help File.

2.  The definition of child has been modified.  The definition is found in two locations now:  2151.011(B)(5) and 2152.02(C).

3.  The elements of Delinquent Child have been modified.  See 2152.02(F).

4.  The elements of Unruly Child have been modified.  See 2151.022.

5.  You may want to review the ORC Help file for new Chapter 2152 of the Revised Code.

6.  Contributing to the Unruliness or Delinquency of a child has a new element.

7.  Please let me know if your local Juvenile Courts have any special report requirements for the modifications made pursuant to Senate Bill 179.

Affidavit Maker^® has added and updated the following charges: 

1.  Illegal Bail Bond Agent Practices, section 2927.27 O.R.C.  This is a brand new charge.

2.  Illegal use of Minor in Nudity Oriented Material or Performance, section 2907.323 ORC.

3.  We are working on computer based training for Senate Bill 179, the new Juvenile Law, which goes into effect January 1, 2002.   The training CDs will be available in early November for this very important legislation.

Affidavit Maker^® has added and updated the following charges from HB 7.

1.  Illegal Manufacture/Cultivation of Drugs, 2925.04, has been modified to include an enhanced penalty when methamphetamine is involved.  Please note that the specification can only be used when the offense was committed in the vicinity of a juvenile, in the vicinity of a school, or on public premises.  Public premises is a new term; please see the Help file (2929.01(II) for the definition.

2.  Illegal assembly or possession of chemicals for the manufacture of drugs, 2925.041, is a new charge.

3.  The definition of drug paraphernalia, 2925.14(A) has been modified to include new subsection (3) dealing with methamphetamine.

Affidavit Maker^® has added and updated the following:

1.  The name search screen has been modified slightly.  If you want to search for everyone with a name sounding like the one entered in the search fields, DO NOT check the male or female checkboxes.  If you only want to search for males, check the male checkbox.  If you only want to search for females, check the female checkbox.

2.  Criminal Child Enticement has a minor language change.

3.  The following charges have changed to increase the penalties for assaulting or menacing personnel of public children services agencies and private child placing agencies.

a.  Assault has been modified.

b.  Aggravated Menacing has been modified.

c.  Menacing has been modified.

d.  Menacing by Stalking has been modified.

7.  Assaulting/Harassing a Police Dog or Horse or Handicapped Assistance Dog has been modified with new elements and penalties.

Affidavit Maker^® has added and updated the following:

1.  What's New.  This is a new feature for Affidavit Maker.  In the past, information was sent to the system administrator for distribution.  We believe the "What's New" feature will be more efficient and effective in notifying everyone of the law and program changes.  We hope you like it!

2.  Complicity has been added to the program.  Section 2923.03.  As you are aware, you may charge complicity as the original charge, thus complicity has heretofore not been included in Affidavit Maker.  After receiving several requests from various agencies, Complicity has been added as a charge.  As you work through the complicity charge, you will first select complicity.  Next, you will be asked to select the charge in which the offender was complicitous.  After working through this charge, complicity is charged on the complaint and the charge, section number and element language in which the offender was complicitous is written in the Law Enforcement Narrative Report.  We have written this information in the narrative report for your convenience.  Please note that if you change your mind and charge the offender with a different charge, you will have to manually edit the Narrative and delete the complicity information.  Also note that any information in the Narrative can be cut and pasted into another Windows program.

3.  Littering has been added to the program.  Section 3767.32.  We have received several requests to add Littering to Affidavit Maker.  We have done so.  Please note that there are several exceptions to the charge of Littering.  See the Help file for the full text of the statute.

4.  Importuning has been modified by the legislature.  2907.07(A)+(C) have minor language modifications.  (D)(1), (2) and (E)(1) + (2) are new subsections.  The penalties have been enhanced for all sections except (B).

5.  Pandering Sexually oriented Matter Involving a Minor has been modified by the legislature.  2907.322(A)(5) had minor language changes and the penalty has been enhanced.

6.  Body Armor Specification.  Section 2941.1411.  The legislature has added a specification to complaints that requires a mandatory 2 year incarceration if an offender is found guilty of a speciation that the offender carried or wore body armor during the commission of a felony of violence.  As you work through a charge, if the charge is a felony of violence, a body armor specification will come up.  To include the specification in the body of the charge, simply check the check box!  Please read the definition of body armor in the Help file - it is a bit broader than you might think.

7.  The legislature has added a new charge called Making a False Allegation of Peace Officer Misconduct, Section 2921.15.  The charge title says it all.  Please review that Help file for the full text of the new law and prepare a sample complaint in Affidavit Maker to become familiar with the new law.

8.  Endangering Children, Section 2919.22, had a very minor language change.

9.  Interfering With An Action to Issue or Modify a Support Order, Section 2919.231, also had a minor language change.
